  • REQUEST FOR PROPOSAL FOR PROVIDING MENTAL HEALTH PARITY AND HEALTH POLICY COMPLIANCE

    PURPOSE: The purpose of this Request for Proposals (“RFP”) is to solicit sealed proposals to establish a contract through competitive negotiations for proposals from qualified firms to provide professional Mental Health Parity and Behavioral Health Compliance for the Office of Superintend of Insurance (OSI).
    BACKGROUND: The New Mexico Office of Superintendent of Insurance (OSI), through its Mental Health Parity Team and Managed Health Care Compliance Bureau, is responsible for oversight and enforcement of state and federal requirements applicable to commercial health insurance carriers operating in New Mexico. This oversight includes review of health insurance policy forms, carrier policies and procedures, utilization management practices, claims data, provider access data, and other regulatory filings submitted by carriers offering individual, small group, and large group major medical coverage. OSI conducts complex compliance reviews involving federal and state regulatory frameworks, including but not limited to the Mental Health Parity and Addiction Equity Act (MHPAEA), behavioral health coverage requirements, surprise billing protections, utilization management standards, provider credentialing requirements, member grievance processes, and other provisions of the New Mexico Insurance Code.

  • REQUEST FOR PROPOSAL FOR THIRD PARTY ADMINISTRATOR FOR THE PATIENT COMPENSATION FUND

    PURPOSE: The purpose of this Request for Proposals (“RFP”) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of professional services for the administration and operation of the Patient’s Compensation Fund (the “PCF”) by a qualified, licensed third-party administrators required by NMSA 1978, § 41-5-25 of the New Mexico Medical Malpractice Act, NMSA 1978, §§ 41-5-1 to 41-5-29 (2021) (the “MMA”). The scope of the services sought is provided in section IV – Specifications, subsection A – Detailed Scope of Work of this RFP.
    BACKGROUND: The purpose of the Medical Malpractice Act (MMA) is to promote the health and welfare of the people of New Mexico by making available professional liability insurance for health care providers in New Mexico. The PCF was established under the MMA to provide an excess layer of coverage to health care providers who qualify under the provisions of the MMA. Additionally, the PCF compensates persons for the value of accrued and future medical care and related benefits recoverable as a result of malpractice.

  • REQUEST FOR PROPOSALS FOR PROVIDING ACTUARIAL AND CONSULTING SERVICES FOR ALL HEALTH PRODUCT LINES

    PURPOSE: The purpose of this Request for Proposals (“RFP”) is to solicit sealed proposals to establish a contract through competitive negotiations for proposals from qualified actuarial firms to provide professional actuarial and consulting services. These services are intended to support the daily operations of the Life and Health Product Filing Bureau. Pursuant to Section 59A-18-13.3 New Mexico Statutes Annotated (NMSA) 1978, OSI is tasked with ensuring health insurance rates are not excessive, inadequate or discriminatory. The actuary will provide technical expertise in analyzing costs, designing data collection, and modeling potential impacts of expanding access to reproductive health and family planning services in New Mexico.  The selected firm will be expected to deliver high-quality, timely, and accurate actuarial services in accordance with applicable actuarial standards of practice, state and federal regulations, and the specific needs of the OSI.
