The Health Policy & Consumer Education Bureau engages in data-driven policy-making and compliance review in response to an ever-changing health insurance market. The bureau identifies, codifies and implements solutions to dynamic issues impacting access to health insurance for over 300,000 New Mexicans.

Health insurance is a dynamic regulatory field. The Health Policy and Consumer Education Bureau advises on the creation of laws and develops regulations and industry guidance to respond to this dynamic environment. The Bureau’s issues of most recent focus have been market stability, pharmacy drug costs and pharmacy benefit management regulation, and network adequacy. The Bureau leverages stakeholder and industry feedback in implementing these laws and ensuring compliance. Where Bureau staff identifies issues with compliance, staff works with OSI’s enforcement division to take regulatory action.

In the past, through federal grant programs that have now since ended, the Health Policy and Consumer Education Bureau developed web-based resources to assist consumers, agents, and brokers understand and purchase health insurance. These resources include a Health Rate Review website, an All-Carrier Provider Directory Tool, and a tool to assist in reviewing ACA health insurance plan choices, the Health Plan Comparison Tool (New Mexico Health Insurance Exchange or Healthcare.gov).
